Its generally best to cast it on your turn, but the flexibility of playing it on your opponents turn is nice, and youll have plenty of options to discard since you see four new cards for 4 mana
Ghired's Belligerence Red spells that distribute X damage are good, and youll have a populate trigger each time a creature is dealt damage this way and killed later
While some percentage of decks might want both halves of the card, it's likely an equally great percentage that will just want a wrath, and Dawn doesn't actually provide any real value (while just having Dusk with Dusk flashback would be great)
