It is restrictive enough that I do think it falls a bit short of premium Theres enough +1/+1 counter stuff in White for this to be an excellent card, especially because at worst youre getting a two mana 2/2 with Vigilance A 4-mana with Vigilance would usually make the cut, and Elesh Norn of course brings a lot more than that to the table
It could suddenly take forty or more damage to kill you, and until you get close to dead you won't be in that much trouble
Getting The Glimmers [characters] to look right and trying to keep them on-model is a challenge, and youve got to take these characters and put them in completely different poses
As a result, the passive ones take more work to successfully pull off
