Frank Horrigan is the final boss of Fallout 2 and is also an imposing figure as a Super Mutant inside of power armor

Details are still scarce, but the early key art hints at something bold and expansive
This card has an ability called "Misdirection" which, when it is in play and an action card is used, the player may choose an opposing character and prevent them from questing on their next turn
